Quartz job hosting and dashboard hardening
This patch moves scheduled collectors into a persistent Quartz host, improves snapshot discovery, and tightens the live Currency Strength dashboard experience.
- Added persistent Quartz job storage, status handling, and execution logging in a dedicated BackgroundJobs host.
- Moved both Currency Strength and COT collectors into the Quartz host so scheduled data collection runs from one service.
- Fixed API discovery for Swagger endpoints and report snapshots so data sources are found more reliably.
- Hardened latest snapshot reads in Currency Strength and removed chart zoom controls for a cleaner dashboard flow.
- Added a live UTC clock to the dashboard so current market timing is easier to read.

TerminalPrime rollout and release polish
This patch packages the post-2.1.0 web refresh work into a cleaner branded experience with stronger localization, deployment readiness, and a faster COT workflow.
- Rebranded the public Blazor experience to TerminalPrime and refreshed home, COT, and Currency Strength SEO content.
- Updated GitLab CI and production settings so Currency Strength deployment is ready in the release pipeline.
- Extracted a reusable TopMenu module and cleaned up shared localization resources across the main navigation flow.
- Localized the landing page content and added dedicated Persian fonts for a more polished Persian web experience.
- Added a direct COT Legacy toggle so users can switch report mode faster from the COT report page.
